General Roger Scearce

Roger Scearce is a senior partner with Vanguard Advisors, LLC. Vanguard’s mission is to provide world-class advisory and consulting services to business and government leaders. Before founding Vanguard, Roger was employed by American Management Systems as a Senior Vice President, leading their Department of Defense Strategic Account Group, with emphasis on Acquisition Systems and Financial Enterprise Solutions.
Prior to joining AMS, Roger was a career military officer, rising to the rank of Brigadier General, U.S. Army. Among his many assignments, General Scearce served as Deputy Director, Defense Finance and Accounting Service (DFAS). With the Director, he managed the day-to-day finance and accounting operations and activities of the Defense Department worldwide. During his tenure, DFAS employed approximately 20,000 civilians and 2,000 military personnel at five major centers and 19 operating locations throughout the U.S. and Pacific. He also served as the Director for Finance, Headquarters DFAS, where he led the development and oversight of military pay; civilian pay; contract and vendor payments; and, transportation and travel pay policy and procedures, including associated automated systems.
Earlier leadership roles include serving as Commandant of the U.S. Army Finance School and Chief of the U.S. Army Finance Corps; Commander 266th Theater Finance Command, U.S. Army, Europe; and, Associate Director, Resource Management Systems, while serving as a teaching faculty member of the U.S. Army War College. His combat service during Operations Desert Shield/Desert Storm was with the 22nd Support Command (Theater Army Area), and included initial duty as Asst Chief of Staff, Resources and Financial Management/ Commander, Host Nation Activities, and later as 22nd SUPCOM Chief of Staff. Roger received a B.S. degree from Florida Southern College and an MBA from Syracuse University. He is past Chairman and a current Director of Andrews Federal Credit Union.
